From among the Bedouins who lag will say to you: "Our wealth and families made us busy, so you seek forgiveness for us"; they are saying with their tongues what is not in their hearts. You ask: "Then who is there to benefit you from Allah if He intends for you any distress, or if He intends for you any favor? Nay, Allah has acquainted you with whatever you are doing."
The hypocrites and the Bedouins who lagged in going to ‘Umra’ with the Messenger and companions were submitting excuses to the Messenger that they couldn’t come for ‘Umra’ as they had to care for their families and wealth, and so requested: "You seek forgiveness for us to Allah." Then the Three-Time Knower Allah, who knows even the inner feelings of the hearts, is reminding the Messenger and companions about those who speak by forgetting Allah that ‘they are speaking with their tongues what is not in their hearts’. Calling the believers through verses 61: 2-3, Allah says to believers that you shouldn’t be like the hypocrites who say what they do not do, which is very hatred near Allah. See explanation 2: 44; 3: 160; 9: 94-98; and 39: 6-8.
