(Al-Qad'r) 97 : 4
تَنَزَّلُ الْمَلَائِكَةُ وَالرُّوحُ فِيهَا بِإِذْنِ رَبِّهِمْ مِنْ كُلِّ أَمْرٍ
In it, Angels and the Spirit descend with the Permission of their Lord from all Commands.
That means on the “Night of Destiny”, Angels and Spirit come down to the earth with Adhikr, which is the Command and Permission of Allah. See explanation 16:2; 42:52; 44:4-5 and 70:4.
