(Ash-Shams) 91 : 12
إِذِ انْبَعَثَ أَشْقَاهَا
When they assigned the unluckiest among them.
There were nine transgressing tribes among the Thamud, who engaged only in mischievous deeds. This verse reminds the scene of deputing the worst scoundrel among them, named Khudaar, for slaughtering the camel of Allah, which was given to them as a Sign. See explanation 27: 48-50.
