(Al-Maeda) 5 : 96
أُحِلَّ لَكُمْ صَيْدُ الْبَحْرِ وَطَعَامُهُ مَتَاعًا لَكُمْ وَلِلسَّيَّارَةِ ۖ وَحُرِّمَ عَلَيْكُمْ صَيْدُ الْبَرِّ مَا دُمْتُمْ حُرُمًا ۗ وَاتَّقُوا اللَّهَ الَّذِي إِلَيْهِ تُحْشَرُونَ

Hunting in the sea is permitted to you, the food of it is sustenance for you as well as for travelers, and hunting from land is forbidden upon you as long as you are in the forbidden state and area; and you heed Lord Allah, the One to Whom you all will be summoned.

The fishes and locusts even though they are dead are lawful for eating. This verse teaches that the pilgrims can eat all edible things from the sea. It is lawful to catch and eat even if it is dead. To heed Lord means to be in the remembrance that Lord has fastened a Recording Book around everyone’s neck which will not omit anything unless it is recorded; and on the Day of Judgement, It will be presented as an Illuminating Spread Open Book for Reckoning as explained in verses 17: 13-14. In every thousand, only one becomes a believer who testifies Adhikr. Whereas the 999 becomes the Fujjar who by rejecting Adhikr are serving Satan and are following in his footsteps as explained in verses 2: 168-169. It is told in verse 18: 49 that when the Fujjar Mujirims see the Recorded Book they will wail: "Oh, woe to us! What a Book is this which leaves nothing small or great unless that it has recorded in it?” See explanation 2: 172-173, 213; 3: 185; 5: 3, and 57.
