(Al-Maeda) 5 : 95
يَا أَيُّهَا الَّذِينَ آمَنُوا لَا تَقْتُلُوا الصَّيْدَ وَأَنْتُمْ حُرُمٌ ۚ وَمَنْ قَتَلَهُ مِنْكُمْ مُتَعَمِّدًا فَجَزَاءٌ مِثْلُ مَا قَتَلَ مِنَ النَّعَمِ يَحْكُمُ بِهِ ذَوَا عَدْلٍ مِنْكُمْ هَدْيًا بَالِغَ الْكَعْبَةِ أَوْ كَفَّارَةٌ طَعَامُ مَسَاكِينَ أَوْ عَدْلُ ذَٰلِكَ صِيَامًا لِيَذُوقَ وَبَالَ أَمْرِهِ ۗ عَفَا اللَّهُ عَمَّا سَلَفَ ۚ وَمَنْ عَادَ فَيَنْتَقِمُ اللَّهُ مِنْهُ ۗ وَاللَّهُ عَزِيزٌ ذُو انْتِقَامٍ

Oh you who believed! You shouldn’t kill hunting animals while you are in the state and area of forbidden, and if anyone of you kills deliberately, then the compensation for it is cattle equal to that animal judged by two justice men from among you, as an offering to be reached at Ka’bah, or else do ransom by feeding indigents or fasting for equivalent days to taste himself the consequence of his deed, Lord Allah has pardoned whatever had happened in the past; and whoever aggresses after that, Allah will revenge on him, and Allah is the Exalted, Revenging.

Hunting is prohibited while anyone is on the pilgrimage and at the place of the prohibited area around the Sacred Masjidul Haram at Mecca. Pilgrims are prohibited from eating the hunted animals even if it is hunted by others for them. But if the animals are hunted by the others for their food, then pilgrims are allowed to eat from it. The Three-Time-Knower Lord looks to the intention of every action. It is told in verse 53: 39: "Man has nothing except the deeds with intention".

Today there is no hunting of animals, and the pilgrims do not require hunting for food since the food is available everywhere. The Arabic Quran reading Fujjar who read these verses are only doing pilgrimage at Mecca and Medina. But by hiding and rejecting Adhikr they have become the transgressors who forbid good and command evil by forgetting the Lord as explained in verses 9: 67-68. They are not allowing other people belonging to Messenger's community to enter Hejaz which is meant for the whole of mankind. Shortly, by the proclamation of the last Caliph Mahdi, the ruling power of Hejaz will come under him as explained in verse 9: 28. All Fujjar will be expelled and banished from Hejaz whereas the believers from mankind all over the world will be admitted there. See explanation 2: 62, 165; 4: 159, and 5: 49.
