(Al-Jasiya ) 45 : 23
أَفَرَأَيْتَ مَنِ اتَّخَذَ إِلَٰهَهُ هَوَاهُ وَأَضَلَّهُ اللَّهُ عَلَىٰ عِلْمٍ وَخَتَمَ عَلَىٰ سَمْعِهِ وَقَلْبِهِ وَجَعَلَ عَلَىٰ بَصَرِهِ غِشَاوَةً فَمَنْ يَهْدِيهِ مِنْ بَعْدِ اللَّهِ ۚ أَفَلَا تَذَكَّرُونَ

Then have you seen the one who has chosen his whim as his deity, while Allah has made him astray knowingly, and He has sealed upon his hearing and his heart, and has made a curtain upon his sight? Then who is there to guide him after Allah? Don’t you remember?

The Impartial Lord doesn’t make anyone guide or stray. After receiving Adhikr—the Guidance from Lord—whoever doesn’t utilize the faculties of sight, hearing, and heart to understand Adhikr and think about It, such are following their whims, which is the way of the Jinn soulmate. Messengers or believer can’t guide such hypocrites whom Allah has killed, as told in verse 63: 4 into the Straightpath. See explanation 2: 6-7; 7: 178; and 25: 43-44.
