Haven't you seen into those who were given a portion of the Book; they are purchasing astray and are wishing to stray you from the Straightpath.
The people who were given a portion of the Book during the revelation of this verse were the Jews and Christians. But today, the people of the Book are the different groups of Arabic Quran reading Fujjar. Adhikr is meant for entire Worlds, but Fujjar are not utilizing Itthemselves nor are giving It to others for keeping the universe in its equilibrium. They are those who keep an evil concept about Lord and who have made their food 'rejecting Adhikr' as explained in verse 7: 26. So they will have to carry the evil burden for ruining the universe and will be admitted to Hell even without Trial. The Fujjar will witness against their soul as indeed they were disbelievers at the time of death vide verse 7: 37, and on the Day of Judgment vide verses 6: 130.
As there is no group of believers anywhere in the world, the odd believer is commanded to do Jihad with the Strongest Weapon Adhikr against Fujjar who hide and reject It as told in verses 9: 73; 25: 52, and 66: 9. See explanation 2: 109; 3: 90-91 and 14: 28-30.
