Oh, the assembly of Jinns and mankind! Have not Messengers from yourselves come to you explaining My verses one by one upon you, and warning you about a meeting of yours this Day? They will say: "We bear witness against ourselves", and the worldly life has deceived them, and they will bear witness against their soul that indeed they were disbelievers.
This verse depicts the condition going to happen on the Day of Judgment for the Arabic Quran reading Fujjar who are only reading these verses among mankind. Lord says through verses 7: 35-36: "Oh the children of Adam! Whenever the Messengers from yourselves are coming to you explaining My verses one by one, then whoever heeds and reforms, upon them there shall be no fear and for them will not be grieved. And those who reject Our verses and are arrogant about them, such are the inmates of Fire, they shall remain in it forever". The Fujjar who hide and reject Adhikr will witness against their soul at the time of death that indeed, they were disbelievers as explained in verse 7: 37. Lord will say to any of the Fujjar at the time of death: "Nay, you received My verses, but you rejected them and indeed you were among the disbelievers" as told in verse 39: 59. It is told in verse 39: 71: "Those who disbelieved will be driven to Hell in groups until when they reach it, its gates are opened and its keeper Angels will ask them that hadn't Messenger from mankind reciting to them the verses of their Lord and warning them about the meeting of this Day came to them. Then Fujjar will reply that yes they did, but the Word of punishment had come into effect upon the disbelievers". That means the Impartial Lord doesn't enter anyone into Hell unless he witnesses against himself that he was a disbeliever. It is told in verses 67: 6-10 that Fujjar will be asked by the guards of Hell that hadn't the warner come to them? They will reply that yes they did, and will wail that if they had heard or utilized their intelligence, they would not be among the inmates of the Blazing Fire”. The Fujjar will witness against their parents who didn't warn them with Adhikr in the worldly life as: "Our Lord! They have misled us, so You give them double punishment from the Fire", then Lord will say that for each has double even though they are not knowing it as explained in verse 7: 38. See explanation 2: 39; 3: 196-197; 5: 67, and 86.
