(Swaffaath) 37 : 1
بِسْمِ اللَّهِ الرَّحْمَٰنِ الرَّحِيمِ وَالصَّافَّاتِ صَفًّا
By those who are lined up in ranks.
This verse refers to the Angels. In verse 165, it is mentioned that they are lined up in ranks, meaning the Angels are always vigilant in obeying Allah’s Commands. In verse 66: 6, it is said that the Angels do not disobey Allah in what He commands them, and they do whatever they are commanded. The birds that can hover with their wings spread are called Swafaath—”Spreading the Wings.” As mentioned in verse 35: 1, since Angels are created with wings like birds, they are referred to in the feminine gender. This is not because the Angels are female, but because birds are mentioned in the feminine gender in Arabic. See explanation 19: 64; 53: 26-27; 67: 19.
