إِنْ تَدْعُوهُمْ لَا يَسْمَعُوا دُعَاءَكُمْ وَلَوْ سَمِعُوا مَا اسْتَجَابُوا لَكُمْ ۖ وَيَوْمَ الْقِيَامَةِ يَكْفُرُونَ بِشِرْكِكُمْ ۚ وَلَا يُنَبِّئُكَ مِثْلُ خَبِيرٍ

If you invoke them, they won’t hear your invoke, and if they hear they won’t answer to you; and on the Day of Judgment they will deny your associating them with Allah, and none will inform you like this news other than the Three Time Knower.

No one can become a believer without Adhikr—the Permission—as mentioned in verse 10: 100. As stated in verse 2: 186, only believers will receive a response to their prayers, and only their deeds will be accepted. Disbelievers invoke the dead, but the dead do not hear their invocations; even if they did hear, they would not respond. Moreover, on the Day of Judgment, when they are all summoned, they will be enemies to each other, as explained in verses 2: 165-167. To understand Lord Allah, one must utilize His Three-Time Knowledge, Adhikr. That is why in verse 25: 59, even the Prophet is commanded to ask about the Impartial Lord from the Three-Time Knower, who is the author of the Splendid Book, Adhikr, mentioned in verses 41: 41 and 25: 33. It is stated in verse 3: 101 that whoever holds fast to the Lord is guided on the  Straightpath. To hold fast to Allah means to hold fast to Adhikr—the Guidance.
