(Ahsaab) 33 : 20
يَحْسَبُونَ الْأَحْزَابَ لَمْ يَذْهَبُوا ۖ وَإِنْ يَأْتِ الْأَحْزَابُ يَوَدُّوا لَوْ أَنَّهُمْ بَادُونَ فِي الْأَعْرَابِ يَسْأَلُونَ عَنْ أَنْبَائِكُمْ ۖ وَلَوْ كَانُوا فِيكُمْ مَا قَاتَلُوا إِلَّا قَلِيلًا

They guess that the Confederates have not gone; and if the Confederates come again, they would wish to be with the Bedouin seeking your news; and if they were with you, they would not have fought except little. 

The hypocrites who were not ready to face any risk thought that the confederates who came to Madeena to attack Messenger and believers had not turned back. They feared that there was a chance for war again and so if they stayed in Madeena with Messenger, they would have to participate in war. So to escape from the war, seeking their news and problems they wanted to stay with Bedouins who did not participate in the war. Since there is no any group of believers anywhere in the world, there is no war today. But it is the duty of the people of Messenger who inherited Lord’s Book Adhikr as told in verse 35: 32 to utilize all his wealth and other favors Lord Allah has provided to them to propagate Adhikr throughout the world. The aimless hypocrites of nowadays are also not ready for it since they are misers to spend and fear that their followers will not approve of them. So they accept the policy of pleasing and favoring their followers seeking dignity in them avoiding the Lord and His Book Adhikr. That is why in verses 7: 175-176 the hypocrites and their followers are compared to the dog which won’t change its attitude whether it is attacked or not.
