Except in their spouses, or in those their right hands possess; then indeed, they won’t be blamed.
Since there is no any group of believers anywhere in the world, there is no war or right hands possessed women. As explained in verse 7: 189, a marriage life dwelling in the spouse only is allowed in Islam. The believers are having awareness that while mating with own spouse, even to think about other males and females are being recorded in the book of deeds fastened around the neck as explained in verses 17: 13-14; 18: 49; and 58: 6.
