Those who believed and their belief is not covered with unjust, those who have safety, and are the followers of the Guidance.
Since the Three-Time-Knowledge Adhikr is codified today as a Splendid Book, nobody can become a believer without It as explained in verse 10: 100. I.e. the Safeguard Adhikr will safeguard those who testify It from all calamities, disasters, diseases, and Hell as explained in verse 5: 48. Since the forelock of every nonliving and living thing is with the Lord, believers who holdfasts Lord by holding fast Adhikr need not fear anything. The believers are those upon whom the Angels will say as told in verses 41: 30-31: "You do not fear, nor grieve; rather, you rejoice in the good news of Paradise, which you have been promised. We are your supporters in this worldly life and the Hereafter. There you will have whatever your souls desire, and there you will have whatever you ask for".
