(Al-An'aam) 6 : 107
وَلَوْ شَاءَ اللَّهُ مَا أَشْرَكُوا ۗ وَمَا جَعَلْنَاكَ عَلَيْهِمْ حَفِيظًا ۖ وَمَا أَنْتَ عَلَيْهِمْ بِوَكِيلٍ

If Allah had so wished, they would not have associated anything with Him, We have not made you a custodian upon them, and you are not an authority upon them.

It is told in verses 21: 24-25 that Adhikr is sent down through 313 Messengers to teach mankind that there is no deity except Lord and to serve Him alone. The Impartial Lord has given freedom for mankind and Jinns to choose either the way of being grateful or the way of being ungrateful as explained in verse 4: 40. So any Messenger or Prophet or believer can't guide or stray anyone. Whoever transforms his Jinn soulmate mentioned in verses 43: 36-39 into a believer with Adhikr, can become a believer and can return to Paradise. It is told in verse 64: 2: "Lord is the One Who has created you, and among you, there is a disbeliever; then among you, there is a believer and Lord sees whatever you are doing". 

After the thirty years of Messenger's departure, Islam has deteriorated. Only one in a thousand becomes a believer who testifies Adhikr, whereas the rest 999 are the Arabic Quran reading Fujjar who hide and reject Adhikr. By deviating into different groups, the Fujjar have become the true Mushriks who associate others in the dominion of the Lord as explained in verses 4: 150-151.

The Messenger and believers are commanded through verses 7: 198-199: "If you are calling them into the Guidance Adhikr, they will not hear; and you can see them staring into you, while they are not seeing the Insight. You hold the means of pardon, you command with the Justice and you neglect the ignorant". The odd believer is commanded to do Jihad with Adhikr against these Kuffar and hypocrites as explained in verse 9: 73. See explanation 2: 148, 213; 3: 101-103; 4: 48; and 12: 106.
