مَنَّاعٍ لِلْخَيْرِ مُعْتَدٍ مُرِيبٍ
Preventer of good, Aggressive, doubter.
Good mentioned in the verse is Adhikr. The transgressing Hypocrites are preventing good and are commanding evils as explained in verses 9: 67-68. See explanation 2: 99, 190; 44: 43-50; and 50: 5.
