Lord Allah will not hold you for your unintentional oaths, but He will hold you for your solemn oaths, then ransom for breaking the oath is to feed ten indigents with the food you are normally providing to your own family, or to give clothing to them or to free one slave, then if anyone can’t afford any of these, he should fast three days, that is the ransom for your oath if you breach it. And you keep up your oaths, thus Allah is explaining to you His verses so that you may be grateful.
The believer who is endowed with intelligence remembers the Lord in his standing, sitting, and laying as explained in verses 3: 190-191. So, he will be in the conscious that all his thoughts and deeds after the age of fifteen are being recorded in the Recording Book fastened around his neck as explained in verses 17: 13-14. So he will not think even an evil thought against this. He keeps his promises always, and if he happens to break any promise, he will do apt compensation for it as explained in this verse. But the Arabic Quran reading Fujjar by rejecting Adhikr have become the true disbelievers as explained in verses 4: 150-151. They are not bothered about the dos and don’ts of Lord’s Book. These Fujjar Mujirims who are serving Satan without utilizing their intelligence are considering this worldly life as play and amusement by forgetting Adhikr which induces the aim of life. So the verses they read, heard, and touched will argue and witness against them, and will push them into Hell prone on their faces as explained in verse 4: 43. See explanation 2: 152, 255; 4: 43, and 82.
