Oh you who believed! You fulfill all contracts, it is permissible for you all the four-footed cattle except what is explained upon you, besides the hunted while you are in Ihram; indeed Lord Allah is judging what He intends.
By Calling the believers, the Lord commands to fulfill not only the Udaibiya treaty but all other contracts made with Lord and mankind. Both verses 23: 8 and 70: 32 it is told about the characters of believers that they are fulfilling their trusts and agreements. Cattle includes domestic animals such as goats, cows, buffalo, and camels, whereas Baheemathul An’aam (edible animals) includes huntable animals like deer, rabbits, and wild water buffalo. The prohibited cattle explained are the cattle mentioned in verse 5: 3. The carnivorous animals and the birds with large nails are also prohibited to eat. After wearing Ihram for pilgrimage and in the area of Kaaba (about 20 KM circumference) hunting is prohibited. This verse is addressing the believers who testify Adhikr.
The Arabic Quran reading Fujjar are the true disbelievers mentioned in 520 places in the Book. They have made their food 'rejecting Adhikr' as explained in verse 7: 26. Even though Lord’s House Ka’bah at Mecca is for the entire mankind as told in verses 3: 96-97 and 5: 97, these Fujjar Mujirims are not allowing other people belonging to Messenger's community like Jains, Buddhists, Hindus, Jews, and Christians to enter there. But shortly, by the proclamation of the last Caliph of Islam, Mahdi, the believers from mankind all over the world can enter into Hejaz and all the Fujjar disbelievers will be expelled and banished from there. The prayer of Fujjar will not be responded and their deeds like fasting, pilgrimage, and charity will not be accepted. Instead, they will get Hell as a penalty for their aimless deeds as mentioned in verses 9: 67-68; 15: 44; 25: 34, and 65-66. Hunting is forbidden while in Ihram (peculiar dress for entering in pilgrimage) as well as in the boundaries of the Haram (the prohibited area). See explanation 2: 78-79, 173, 254 and 4: 159.
