(Al-Fath'h) 48 : 16
قُلْ لِلْمُخَلَّفِينَ مِنَ الْأَعْرَابِ سَتُدْعَوْنَ إِلَىٰ قَوْمٍ أُولِي بَأْسٍ شَدِيدٍ تُقَاتِلُونَهُمْ أَوْ يُسْلِمُونَ ۖ فَإِنْ تُطِيعُوا يُؤْتِكُمُ اللَّهُ أَجْرًا حَسَنًا ۖ وَإِنْ تَتَوَلَّوْا كَمَا تَوَلَّيْتُمْ مِنْ قَبْلُ يُعَذِّبْكُمْ عَذَابًا أَلِيمًا

 You say to the Bedouins who lagged: "You will be called to fight against a people having mighty prowess or to make them surrender; then if you obey, Allah will give you the best reward, and if you turn away just like you turned away before, He will punish you with painful punishment."

The Impartial Lord doesn’t guide anyone either to Paradise or to Hell. Instead, whoever understands the aim of life from Adhikr and lives submitting all his wishes and will to Allah, Adhikr will witness and argue in favor of them and will guide them to Paradise—the house of Allah. At the same time, against the disbelievers mentioned in verses 4: 150-151 who are following their wills and whims, and are leading a life here just like the cattle without having the aim of life as explained in verses 25: 43-44, the verses they saw, heard, touched, and read will argue and witness against them and will push them to Hell as explained in verse 9: 82.
