And those who answer to their Lord, steadfast the prayer, make mutual consultation in their affairs among themselves, and spend from whatever We have provided them.
No one becomes a believer except with Adhikr (the Best Interpretation of the Lord’s Book) as explained in verses 10: 99-100. Without becoming a believer, no one can respond to the call of the Lord; instead, such people respond to the call of the disbeliever Satan, as told in verse 14: 22. As explained in verse 42: 26, only from the believer are deeds accepted. For getting a response to prayer and for acceptance of deeds, two conditions are provided through verse 2: 186. It is told in verse 49: 10 that believing men and believing women are brothers and sisters to each other. Before deciding on any matter, they discuss it among themselves. Believers are always commanding the good and forbidding the evil as explained in verse 9: 71-72. If there is a group of such believers, they will get ruling power as explained in verse 24: 55. Hypocrites and their followers command the evil and forbid the good; they are niggardly in spending their favors in the way of Allah; they have forgotten Allah; and they do not help each other—Allah has also forgotten them as explained in verses 9: 67-68. Since there is no group of believers anywhere in the world, the mode of prayer and lifestyle of the odd believer are as explained in verses 7: 205-206. See explanation 32: 15-16 and 35: 10.
