(Annisa) 4 : 89
وَدُّوا لَوْ تَكْفُرُونَ كَمَا كَفَرُوا فَتَكُونُونَ سَوَاءً ۖ فَلَا تَتَّخِذُوا مِنْهُمْ أَوْلِيَاءَ حَتَّىٰ يُهَاجِرُوا فِي سَبِيلِ اللَّهِ ۚ فَإِنْ تَوَلَّوْا فَخُذُوهُمْ وَاقْتُلُوهُمْ حَيْثُ وَجَدْتُمُوهُمْ ۖ وَلَا تَتَّخِذُوا مِنْهُمْ وَلِيًّا وَلَا نَصِيرًا

And they wish if you had disbelieved just as they disbelieved so that you both become the same; so you don’t take any of them as your patrons till they migrate in the way of Lord Allah. If they turn back, then you seize them and you kill them wherever you find them, and you shouldn’t take any of them as your patrons or helpers.

The verse depicts the character of hypocrites during the Messenger's time. As Adhikr is codified today, the believer can’t take anyone from Fujjar as a patron, unless he testifies Adhikr and propagates It to the whole of mankind. The believer is commanded not to obey the Fujjar, and he is commanded to do great Jihad against them with Adhikr as explained in verse 25: 52. He is also commanded not to take patrons from anyone among the Fujjar even they are his close relatives if they are preferring disbelief over belief as explained in verse 9: 23. To kill the hypocrites mentioned in this verse is commanded only to the group of believers. As the Fujjar who are bearing the Book will never utilize It, Lord will entrust It to another people who will not do so as explained in verses 6: 89- 90.

Shortly, by proclamation of Mahdi in Hejaz, the believers all over the world will be separated into Hejaz to punish the hypocritical men and women as well as their followers Mushrik men and women as explained in verse 3: 96. See explanation 2: 109; 3: 28 and 4: 60-63.
