Oh, you who believed! You command with Justice witnessing for Lord Allah even though it is against yourselves, your parents, and near relatives; if anyone is rich or poor, then Allah is closer with them, so you don’t follow your whims for not doing Justice, if you are distorting or you are neglecting, then indeed Allah has acquainted with whatever you are doing.
The Justice mentioned in this verse as well as in 5: 8; 49: 9 and 57: 25 is Adhikr. The believer who testifies Adhikr will be in the consciousness that the Lord of the world is ever watching them and nothing is hidden from Him. They are also aware of the Recording Book fastened upon everyone's neck which will not omit anything unless it is recorded as explained in verses 17: 13-14. It is told in verse 58: 22: "You will not find a people who believe in Lord and the Last Day having affection towards the Fujajr, even if they were their fathers or their sons or their brothers or they are kindred. For those, Lord has decreed within their hearts faith and supported them with Spirit from Him. And they will be admitted to Paradise beneath which rivers flow, they abide in it forever. Lord is pleased with them, and they are pleased with Him. Those are the party of the Lord. Unquestionably, the party of Lord is prosperous". As there is no group of believers anywhere in the world, the odd believer leads a lifestyle as explained in verses 7: 205-206.
Whoever doesn't judge with Adhikr in his individual, family, and social life, is the disbeliever, wrongdoer, and transgressor respectively as told in verses 5: 44, 45, and 47. Fujjar are judging in matters among mankind according to their whims favoring Satan. They consider other people belonging to Messenger Muhammed’s community such as Jains, Buddhists, Hindus, Jews, Christians, etc. as Kafirs. These Fujjar are the true disbelievers as told in verses 4: 150-151 who always judge in favor of their people without having any justice. In short, they show partiality preferring color, family, religion, caste, sex, financial capacity, social status, nation, locality, etc. by rejecting verses 5: 2; 3: 10, 116; 4: 109; 9: 55, 85 and 63: 9. It is told in verse 18: 49: "On the Day of Judgment when the Recorded Book will be presented, then you will see the Fujjar Mujirms regretting about what is in it, and they will say: 'Oh, woe to us! What a Book is this which leaves nothing small or great unless that it has been recorded in it?' And they will find what they had done, and your Lord is not unjust to anyone". It is told in verses 25: 17-18: "On the Day of Judgment Lord will gather the Fujjar and that which they invoked besides Lord and will ask them: 'Did you mislead these servants of Mine, or did they strayed themselves?' They will reply: 'Glory is to You! It was not suitable for us to select any patrons besides You, but You have provided for them and ancestors livelihood until they forgot Adhikr and became a worthless people'".
