Indeed We have put yokes in their necks, then it reaches up to their jaws so that their heads are raised.
This verse explains that the yokes in the disbelievers’ necks prevent them from seeing to their right and left. This means that, since they follow the misguided ways of their forefathers and hypocritical leaders, they harbor hatred towards Adhikr. So, when they are warned about Adhikr, they are never ready to change their lifestyle and approach towards Adhikr. They are deaf and dumb towards Adhikr. That is why, as explained in verse 8:22, they are characterized as the worst among 1,000 communities of the Lord’s creatures. As explained in verses 40:70-72 and 76:4, they will be in the shape of dogs in the Blaze, tied up with chains. See explanation 7:198.
