إِنَّا أَرْسَلْنَاكَ بِالْحَقِّ بَشِيرًا وَنَذِيرًا ۚ وَإِنْ مِنْ أُمَّةٍ إِلَّا خَلَا فِيهَا نَذِيرٌ

Indeed We have sent you with the Truth as a Herald and as a warner; indeed no community has passed without having a warner in it. 

It is stated in verse 2: 119 that “We have sent you with the Truth as a Herald and a warner, and you won’t be questioned about the inmates of Hell.” This means that propagating Adhikr is the only duty of the Messenger and the believer. All 313 Messengers were deputed with Adhikr, the Message from the Lord of the universe. No community has passed without a Messenger to warn them. After the deputation of Muhammad as a Messenger, all mankind up to the Last Day belongs to his community. Since Adhikr is codified as a Book, it is the duty of the people of Messenger Muhammad, who have inherited the Lord’s Book as stated in verse 35: 32, to convey it to all mankind, aiming to form the harmony of mankind. But only the believers will do so. The Arabic Quran-reading Fujjar who do not do so are the disbelievers and the inmates of Hell, as stated in verses 2: 38-39.
