مَا يَفْتَحِ اللَّهُ لِلنَّاسِ مِنْ رَحْمَةٍ فَلَا مُمْسِكَ لَهَا ۖ وَمَا يُمْسِكْ فَلَا مُرْسِلَ لَهُ مِنْ بَعْدِهِ ۚ وَهُوَ الْعَزِيزُ الْحَكِيمُ
Whatever Allah opens from His Mercy for mankind, then none is there to withhold It; and whatever He withholds, then there is none to send it after Him, and He is the Exalted, the Wise.
Mercy is one of the 40 names of Adhikr. The Three-Time Knower, Lord Allah, decides to whom and when His Message is given, and none of His creatures has any right to decide to whom and when it should be given. Therefore, the believer will read Adhikr at dawn and dusk, praying with the soul, “Oh my Lord! Increase my Knowledge,” and will follow and propagate it to all mankind, irrespective of caste, religion, sex, nation, or color, as explained in verses 7: 205-206.
