(Qasas) 28 : 43
وَلَقَدْ آتَيْنَا مُوسَى الْكِتَابَ مِنْ بَعْدِ مَا أَهْلَكْنَا الْقُرُونَ الْأُولَىٰ بَصَائِرَ لِلنَّاسِ وَهُدًى وَرَحْمَةً لَعَلَّهُمْ يَتَذَكَّرُونَ
And surely We have given Moses the Book as the Insight, Guidance, and Mercy for the mankind after We had destroyed the generations before so that they might be remembered.
Adhikr is the Insight for the entire mankind, but only believers will utilize It as the Guidance and Mercy as explained in verse 7: 203. See explanation 2: 116; 7: 143-145 and 10: 57-58.
