(Asshuara’) 26 : 9
وَإِنَّ رَبَّكَ لَهُوَ الْعَزِيزُ الرَّحِيمُ

And indeed your Lord, He is the Exalted in Might, the Merciful.

Wrongdoing Fujjar are those who don’t accept Adhikr even after being reminded of It in their heart’s language. For them, Lord is Unquestionable and Exalted in Might. It is asked in verse 32: 22: "Who does most wrong than the one who is remembered with verses of Lord, then neglects them; indeed, Lord will take revenge upon such Mujirim".

But for believers who repented, believed, and did righteous deeds after receiving Adhikr, Lord is Oft-Forgiving, Merciful. The believer is helping Lord by conveying Adhikr to the entire mankind so that the Lord will help him back as explained in verse 22: 40. It is told in verse 33: 73: “Adhikr—the Trust—is revealed to punish the hypocritical men and women as well as the Mushrik men and women, and to accept repentance from believing men and women, Allah is Oft-Forgiving, Most Merciful”. See explanation 4: 17-18; 18: 57 and 25: 68-70.
