The One Who created Heavens, earth and all that in between in six days, then He established on Throne, the Impartial; so, you ask about Him to the Three-Time-Knower.
The Lord of the universe is the Three-Time-Knower mentioned in verse 25: 58. Lord has become Impartial by teaching Adhikr to everyone while he created mankind in Paradise as explained in verses 11: 118-119. So, about the Impartial Lord, Prophet, and believers are commanded to ask the Three-Time-Knower who is the author of Adhikr-the Three Time Knowledge. So, anyone doubting any matter should ask the author of Adhikr as explained in verses 16: 43 and 21: 7.
But the Arabic Quran reading Fujjar who hide and reject Adhikr are denoted as the worst creatures since they are deaf and dumb towards Adhikr as explained in verse 8: 22. See explanation 3: 79; 16: 44, 89 and 25: 33.
