(Isra) 17 : 67
وَإِذَا مَسَّكُمُ الضُّرُّ فِي الْبَحْرِ ضَلَّ مَنْ تَدْعُونَ إِلَّا إِيَّاهُ ۖ فَلَمَّا نَجَّاكُمْ إِلَى الْبَرِّ أَعْرَضْتُمْ ۚ وَكَانَ الْإِنْسَانُ كَفُورًا

And when adversity touches you in the sea, you abstain from those whom you invoke besides Him; but when He delivers you to the land, you turn away, and man is ever ungrateful.

The general character of the 999 out of each 1000 Fujjar is described in this verse. When adversity touches the disbelievers in the sea, they will call Lord submitting whole to Him, but when they safely reach the land they become transgressors as explained in verses 10: 21-23. The 1 in 1000 believer will remember the Lord with Adhikr in standings, sittings, and layings as explained in verses 2: 152 and 3: 190-191. See explanation 6: 63-64 and 7: 50-51.
