Have not they seen that We come upon the land, reducing its border from all the sides? And Lord Allah Judges among you; there is no repeller of His Judgment. And He is swift in reckoning.
Both Lord and His Book Adhikr are denoted as the Light and Safeguard as explained in verses 3: 101; 4: 174-175 and 5: 48. So "We come upon land" in this verse means the spreading of Adhikr throughout the world. It is told in verse 14: 1 that, Adhikr revealed to Messenger is to deliver mankind out of darkness into the Light-the Path of Lord.
The Arabic Quran reading hypocrites and Kuffar try to extinguish Adhikr-the Light, but Lord will not give up until It is spread throughout the world as explained in verses 9: 31-33. The Impartial Lord will not come to the earth directly, for executing His Command. So the believer who is the vicegerent of Lord will help Lord by propagating Adhikr, and he will do great Jihad against the hypocritical transgressors as explained in verse 9: 73. It is told in verse 41: 53: “The Lord will show them His verses on the horizons as well as in themselves until it becomes clear to them that indeed, It is the Truth”.
The command of verses 4: 91; 5: 33; 9: 5, 123 and 30: 60-61 will be implemented only after the second coming of Jesus. The Impartial Lord has fastened upon every man's neck a "Recording Book" which will never omit a thing. On the Day of Judgment, it will be said to him: "Read your Book, today, you are enough for your reckoning" as told in verses 17: 13-14. The Mujirims who received their Recording Book on the left-hand will wail: "Woe to us, what kind of Book is this, it omits nothing either small or big unless it is recorded", as told in verse 18: 49.
